Authorize the Town Manager to execute Contract CON-19-084-ENG with Kimley-Horn and Associates in an amount not to exceed $234,865.00 for the Lincoln Dr. Median Improvements (32nd St. to Mockingbird Ln.), Lincoln Dr. & Invergordon Rd. Intersection Improvements and Lincoln Dr. & Tatum Blvd. Intersection Enhanced Crosswalks.

SUMMARY STATEMENT:
The design contract in the amount of $234,865 with Kimley-Horn for the Lincoln Dr. Improvements consists of the following four projects identified in the proposed Capital Improvement Program for FY2019/20:

1. Lincoln Dr. Median Improvements (32nd St. to Tatum Blvd.)
2. Lincoln Dr. Median Improvements (Tatum Blvd. to Mockingbird Ln.)
3. Lincoln Dr. & Invergordon Rd. Intersection Improvements
4. Lincoln Dr. & Tatum Blvd. Enhanced Crosswalks

The Lincoln Dr. Median Improvements portion of the contract will provide for the design to reconstruct aging median curbs prior to the proposed asphalt mill & overlay project scheduled to resurface Lincoln Dr. in the summer/fall of 2020. Kimley-Horn will assess the existing median configurations against engineering standards for access locations and make recommendations for median modifications. Kimley-Horn will also analyze reduced access standards as needed. Conceptual access plans will be presented to the Town Council, key stakeholders and the public for input prior to initiating design efforts.
