Limited Government is achieved when the rules and procedures governing processes are clear and well established.  This resolution seeks to accomplish that purpose.

 

Council Goals or Statutory Requirements:

Governance - Review and seek improvement to processes and procedures for our community. Review, discuss and revise Rules of Procedure for Council.

Adopt Resolution 2017-19 amending the Town Council Rules of Procedure.

Background

 

SUMMARY STATEMENT:

As one of its five Council Initiatives, the Town Council sought to review, discuss and revise its Rules of Procedure.  This resolution accomplishes this in several areas.

                     Meetings - Increases the number of Members of Council necessary to call a special meeting from three to four.

                     Study Session Items - Requires ordinances, new Special Use Permits (SUP’s), new statements of direction (SOD’s), and plats to be reviewed by Mayor and Council in study session prior to action.  That review shall be at least one meeting prior to scheduled action.

                     Consent Agenda - Allows land use plats, both concept and final, to be placed on the consent agenda. 

                     Future Agenda Items - Decreases the number of Members of Council necessary to place an item on a future agenda.  Such request is limited to Council meetings.  Further requires that future agenda items be placed on a pre-business meeting study session agenda within two meetings.  Limits staff time on preparing the agenda item to two hours and discussion on the future agenda item to one hour.

 

The effective date of the resolution is immediately upon adoption by the majority of Council.

 

 

BUDGETARY IMPACT:

No budgetary impact.  All costs are indirect associated with staff and Council time.
