2022 General Plan Update - Discussion of the Public Involvement Plan (PIP)
Body
SUMMARY STATEMENT:
To update Town Council on revisions made to the Public Involvement Plan (PIP) for the 2022 General Plan Update project. This includes discussion of the specific changes made to the document since the November 19th Council Study Session.
BACKGROUND:
In accordance with A.R.S. §9-461.06.C. the governing body shall:
1. Adopt written procedures to provide effective, early and continuous public participation in the development of general plans from all geographic, ethnic and economic areas of the municipality, and;
2. Consult with, advise and provide an opportunity for official comment by public officials and agencies, the county, school districts, associations of governments, public utility companies, civic, educational, professional and other organizations, property owners and citizens on the general plan.
In accordance with A.R.S. §9-461.06.M. the Town intends to place the question of ratification of the General Plan on the August 2022 general election ballot.
PROJECT UPDATE:
The PIP outlines the various methods the consultant and staff will use to reach out to and inform, engage, involve and dialogue with the residents of Paradise Valley when updating the General Plan. The consultant, Michael Baker Intl., presented a first draft of the Public Involvement Plan (PIP) to the Council at the November 19th Work Session. During that meeting Council provided valuable input, better defined who “the public” was and offered different ideas on engagement opportunities and techniques to reach the community members and stakeholders.
The consultant listened and incorporated the ideas offered by Council; resulting in the improved PIP now before the Council. In addition, the PIP engagement timeline better illustrates how the consulting team and Town staff will work hand-in-hand with each other throughout the update process. Staff’s continuous involvement in the project increases accessibility and opportunities for residents to provide input and dialogue in the plan-making process. Staff believes that the revised PIP meets the intent of the regulatory statutes as well as the Town’s desire for transparency, inclusivity and accessibility.
Staff will be seeking any final changes to the PIP during the work session and then Council’s approval and adoption of the PIP during the public hearing at the December 3, 2020 Council meeting.
