Recommendation

Authorize the Town Manager to execute the contract with Achen-Gardner Construction, LLC in the amount of $133,222.42 for Sewer Rehabilitation Construction Services and waive the 14-day contract execution wait period.

 

Authorize the Town Manager to execute the contract amendment with Project Engineering Consultants, Ltd. in the amount of $10,680.96 for Sewer Rehabilitation Design and Construction Administration & Inspection Services and waive the 14-day contract execution wait period.

Background

 

SUMMARY STATEMENT:

 

Per the Town’s Intergovernmental Agreement with the City of Scottsdale for Wastewater Treatment, the Town is in the process of completing year four of a five-year sanitary sewer assessment program.  The sewer assessment program consists of the inspection and numerical ranking of all sewer pipes and manholes.  For sewer pipes, a camera is run through the pipe and a video is taken.  The video is then reviewed, and the pipe is given a numerical ranking based on its condition.  Based on the numerical ranking of the sewer pipes a maintenance program can be developed.  Town staff are notified of any immediate repairs needed. 

 

In addition to the six ductile iron pipe (DIP) segments recently identified and repaired, the sewer assessment program has identified three additional vitrified clay pipe (VCP) sewer segments, totaling approximately 921 feet, in need of immediate repair.  These segments of sanitary sewer are in the vicinity of Tatum Blvd. and E. Mohave Pl.  Due to the number of structural defects found throughout the pipe segments the recommended repair is to line the sanitary sewer with a cast in place pipe.  This is consistent with recommendations from the City of Scottsdale Water Resources Department staff.

The contract in the amount of $133,222.42 is a Cooperative Purchasing Agreement based on the City of Scottsdale’s Job Order Contract for citywide underground water resources construction held by Achen-Gardner Construction.  Achen-Gardner Construction has successfully completed similar sewer lining projects for the Town in FY18-19, FY19-20 and FY20-21.  The contractor will notify residents that may be affected by the sewer repair process and will provide sewer bypass pumping.  

 

As part of the ductile iron pipe sewer lining project completed earlier this year, the Town entered into a contract with Project Engineering Consultants in the amount of $18,181.63 for Sewer Rehabilitation Design and Construction Administration & Inspection Services.  The contract amendment in the amount of $10,680.96 will add the three additional segments of sewer line repairs to the existing contract for a total contract amount of $28,862.59.

 

Staff is requesting that the 14-day waiting period for the Town Manager to execute the contract be waived so that a notice to proceed may be issued and the pipe lining materials be ordered.

 

BUDGETARY IMPACT:

The Town has $400,000 budgeted in FY20-21 under project 2019-05 for Sewer System Improvements.  If approved, the proposed contracts will bring the FY20-21 sewer system improvements to $437,471.00.  Staff is recommending that $37,471 be transferred from project 2017-06 Sewer System Assessments to cover this additional amount. The Sewer System Assessments project has sufficient contingency to cover the recommended budget transfer.
