Background

BACKGROUND:
In 2018, the Legislature enacted Senate Bill 1140 (the uniform video services license legislation) that requires cities and Towns to adopt a standard uniform video service license agreement and application by July 1, 2019. By state statute, cities and towns are also required to issue uniform video service licenses to video service providers. The uniform video services license agreement contains sixteen separate provisions including the date on which the provider expects to provide video services in the area, a description of the service area to be served, a requirement that the provider will pay the license fees and all other lawful charges imposed by cities and towns, and requirement that the provider comply with federal, state and local laws, consumer privacy mandates and public, education and government programming requirements.

The Town council approved the standard Uniform Video License Agreement, Application form, and Affidavit at its June 13, 2019, meeting. Adoption of Resolution No. 2020-04 shall authorize the Mayor to execute the standard Uniform Video Service License Agreement with video service providers who have completed and submitted a uniform video service application and affidavit and acknowledge that they will execute the Council-approved uniform video service license without modification.
