Background
The Town’s Capital Improvement Program identifies the improvements to Mockingbird Ln. from Invergordon Rd. to 56th St. to be a continuation of the FY2012-13 Mockingbird Ln. project from 52nd St. to 56th St. This project included a curvilinear alignment, new curb and gutter, medians, bike lanes and sidewalk. Staff presented the proposed project at the October 24, 2019 Council Work Study and was asked to present various design alternatives for Council consideration that included options that had a reduced scope of work. This agenda item is for Council to consider approval of two consultant contracts to provide Council options for the roadway alignment and analysis of the drainage issues in the area.
This section of Mockingbird Ln. is past due for asphalt resurfacing. However, the City of Phoenix has a 16” water main project along this alignment that is anticipated to start construction in 2021. Any proposed improvements to the roadway alignment, storm drainage or asphalt resurfacing will be constructed after the City of Phoenix has completed their water main installation.
The alignment study will analyze the existing right-of-way and up to four alignment options ranging from the curvilinear alignment, medians, bike lanes and sidewalks to an asphalt mill and overlay with the current alignment. Any proposed improvements are anticipated to be within the existing right-of way. The consultant will also develop preliminary plans for each alignment option with renderings, preliminary estimates and a cost benefits analysis. The alignment analysis will be presented to the Town Council at a future work study as well as at a public meeting if required. The contract cost for the roadway alignment study is $25,965.
The Maricopa County Flood Control District is in the process of completing the Middle Indian Bend Wash Area Drainage Master Study which includes the majority of Mockingbird Ln. from Invergordon to 56th St. Preliminary modeling as well as staff’s interaction with residents in the area shows that there is a lack of adequate roadway drainage. The drainage design concept report will look at the existing storm water modeling, any new modeling required, and provide a conceptual storm drain system design. The consultant will provide estimated design costs, construction costs, ongoing maintenance costs, utility mapping and a cost/benefit analysis of the proposed storm drain design. Up to two public meetings as well as a presentation to Council are also included in the proposal. The contract cost for the drainage design concept report is $78,825.
Based upon the outcome and direction of Council related to the roadway alignment study and drainage design concept report, the CIP project budget will be updated accordingly for design and construction of the improvements. The Maricopa County Flood Control District has expressed interest in working on a joint drainage project based upon the findings of the drainage concept report. An intergovernmental agreement with the Flood Control District may be entered into by the Town and it is anticipated that 50% of the design concept report cost would be recovered as well as 50% cost sharing of the design and construction of the drainage improvements.
BUDGETARY IMPACT:
The total combined contract amount for the Roadway Alignment Study and Drainage Concept Report is $104,790. Resolution 2019-20 was approved by Council on November 21, 2019 and allocated $105,000 for the Mockingbird Ln. (Invergordon Dr. to 56th St.) Roadway Alignment Study and Drainage Concept Report. If the intergovernmental agreement with the Flood Control District is approved, approximately $39,413 or 50% of the drainage contract could be covered by the District.
