Discussion of 2020 Legislative Agenda

SUMMARY STATEMENT:
On November 7, 2019, the Council held a study session to review and discuss legislative issues and strategies for the upcoming year. Many of the key issues and interests from prior years remain relevant. Doug Cole, Chief Operating Officer for Highground, Inc., the Town’s contract legislative consulting firm, discussed current trends and potential impacts to the Town and will be available again to discuss legislative issues for 2020. This agenda item will allow the Council to further discuss and refine the proposed 2020 legislative agenda to provide a meaningful framework and direction for the upcoming legislative session. The proposed 2020 legislative agenda has been revised from the 2019 legislative agenda by staff with input from the Mayor on the opening statement and review by Highground. Both the marked up and clean versions of the proposed legislative agenda are attached.
The 2020 Legislative Session for the State of Arizona begins on January 13, 2020. As our legislative delegation discuss desired changes to the Arizona Revised Statutes, they look to the municipalities they represent to provide policy and impact analyses of proposed language.
BUDGETARY IMPACT:
Preserving state shared revenue, construction sales tax, and local service delivery decision making are key attributes to our long-term financial plan.
