Authorize an amendment to the adopted Fiscal Year 2020 CIP budget in the amount of $260,000 for construction costs related to the Lincoln Drive Sidewalk project

Background

 

SUMMARY STATEMENT:

In 2016 the Town adopted Resolution 2016-23, authorizing the execution of an Intergovernmental Agreement (IGA) between the Town and the State of Arizona for administration of the Lincoln Drive Sidewalk project. This project will fill the sidewalk gaps along Lincoln Drive from 32nd St to Mockingbird Lane. The project includes approximately two miles of sidewalk, some retaining walls, drainage structure extensions, pedestrian signage, and landscaping.

 

On June 21, 2019, ADOT received three bids as follows:

1.                     Visus Engineering Construction Inc.                     $2,188,000.00

2.                     DBA Construction Inc.                                                               $2,467,253.10

3.                     J. Banicki Construction Inc.                                          $4,089,854.00

 

The apparent low bid is $172,365 or 8.6% higher than the State’s estimate of $2,015,634.60 and is $306,289 or 16.3% higher than the November 2018 estimate of $1,881,711 for which the Town sought and received CMAQ funding. According to the Maricopa Association of Governments (MAG), no additional CMAQ funding is available. ADOT is recommending award contingent on the Town’s approval to use additional Town funding in the amount of $260,000.

BUDGETARY IMPACT:

The Town funds for construction were approved by Town Council on February 14, 2019 in the amount of $137,085.00. Based on the above bid results provided by ADOT, an additional $260,000 is required. The Town paid the State $137,085.00 prior to bid advertisement, as required by the IGA, and the Town will be required to pay for any amount above the federal aid funds capped at $2,263,200.00. Total construction cost, including construction administration, is estimated at $2,660,285. A budget transfer is requested as follows:

 

Transfer from: CIP Contingency No. 2099-99 $200,000

                                            General Fund Contingency      $60,000

Transfer to:                       CIP No. 2017-05                                                  $260,000

 

Annual expenditure limitation implications to be discussed, if needed.
