Authorize the Town Manager to execute Contract CON-19-084-ENG with Kimley-Horn and Associates in an amount not to exceed $234,865.00 for the Lincoln Dr. Median Improvements (32nd St. to Mockingbird Ln.), Lincoln Dr. & Invergordon Rd. Intersection Improvements and Lincoln Dr. & Tatum Blvd. Intersection Enhanced Crosswalks.

Background

 

SUMMARY STATEMENT:

The design contract in the amount of $234,865 with Kimley-Horn for the Lincoln Dr. Improvements consists of the following four projects identified in the proposed Capital Improvement Program for FY2019/20:

 

1.                     Lincoln Dr. Median Improvements (32nd St. to Tatum Blvd.)

2.                     Lincoln Dr. Median Improvements (Tatum Blvd. to Mockingbird Ln.)

3.                     Lincoln Dr. & Invergordon Rd. Intersection Improvements

4.                     Lincoln Dr. & Tatum Blvd. Enhanced Crosswalks

 

The Lincoln Dr. Median Improvements portion of the contract will provide for the design to reconstruct aging median curbs prior to the proposed asphalt mill & overlay project scheduled to resurface Lincoln Dr. in the summer/fall of 2020.  Kimley-Horn will assess the existing median configurations against engineering standards for access locations and make recommendations for median modifications.  Kimley-Horn will also analyze reduced access standards as needed.  Conceptual access plans will be presented to the Town Council, key stakeholders and the public for input prior to initiating design efforts.

 

Landscaping is proposed to be added to the medians to conform to the Visually Significant Corridor Master Plan character zones when applicable.  Irrigation will also be added to the medians from Tatum Blvd. to Mockingbird Ln.  Currently the Public Works Department hand waters the landscaping in these medians. 

 

The Town currently has a spare conduit in Lincoln Dr. from Mockingbird Ln. to 32nd St. that was installed as part of the APS 69KV undergrounding project in the early 2000s.  Conduit connections will be made to traffic signals along Lincoln Dr. as well as Town Hall and Hillside Dr. for future fiber optic cable installations.

 

The northwest corner of Invergordon Rd. at Lincoln Dr. is currently unimproved and is offset from Invergordon Rd. south of Lincoln Dr. The Lincoln Dr. and Invergordon Rd. Intersection portion of the contract will design improvements to the northwest corner of the intersection including the relocation of the existing traffic signal pole and sidewalk as needed and widen the west half of Invergordon Rd. by approximately 4’ with ribbon curb for approximately 475’ north of the intersection.  These improvements are required to align the southbound lane of Invergordon Rd. north and south of Lincoln Dr.

 

The Lincoln Dr. and Tatum Blvd. Enhanced Crosswalks portion of the contract will provide for up to four design concepts consistent with the Visually Significant Corridor Master plan.  The concept plans will be presented to Council for approval and construction documents will be prepared for the approved concept.  It is anticipated that the crosswalks will be constructed after the mill & overlay project so that they are not damaged by the asphalt milling and paving equipment.

 

It is anticipated that the project will be constructed using a Job Order Contract through a cooperative use agreement with another municipality.  The construction contract will be brought before council at a future date.  Construction is anticipated to start in May of 2020 to allow for a four month construction schedule so that mill & overlay project can be completed.  The mill & overlay project on Lincoln Dr. (32nd St. to Mockingbird Ln.) will utilized rubberized asphalt which cannot be placed in the cooler months.

 

BUDGETARY IMPACT:

Award will be contingent on the FY2019/20 Budget/CIP adoption by Town Council and a notice to proceed will be issued on or after July 1, 2019.  A breakdown of the $234,865 design contract to be paid through the Capital Project Fund is as follows:
