AGENDA TITLE:

Title

Adoption of Resolution 2019-14 Authorizing the Mayor and Town Manager to Advocate on Behalf of Town Council with Neighboring Cities During Council Recess Regarding Development Adjacent to Paradise Valley

Body

RECOMMENDATION:

Recommendation

Adopt Resolution 2019-14.

Background

SUMMARY STATEMENT:

The Town of Paradise Valley has remained committed to preserving desert vistas and quality of life in many ways, including through the consistent application of development standards.  Development standards of neighboring communities often differ from those in the Town but may be vested rights on those respective properties.  At times, adjacent cities consider exceptions, such as allowing additional height or reduced setbacks from what the current zoning would allow.  Resolution 2019-17 would allow the Mayor, Town Manager, or designee to advocate for the Town on such items during the Council recess.

The City of Scottsdale is currently considering Case 7-ZN-2016#2 for development of property at the southwest corner of Scottsdale Road and Indian Bend known as Palmeraie Phase II.  This development is immediately east of the Towns’ eastern town limits and will impact the health and safety of the Towns residents.

The applicant submitted materials for Scottsdale staff review in March of 2019 and received back Scottsdale staff’s comments in April of 2019.  Depending on when the applicant resubmits materials, it is possible the City of Scottsdale’s Planning Commission and City Council consider the Palmeraie Phase II application during the months of July, August, or September.  Since the Town Council recesses during these months, adoption of Resolution 2019-14 will allow for the Town Manager and Mayor to communicate on behalf of the Town of Paradise Valley regarding the impacts of the Palmeraie Phase II application.

BUDGETARY IMPACT:

None
