AGENDA TITLE:

Title

Approval to execute agreements with Salt River Project (SRP) and CenturyLink for the SRP Denton Ln Overhead Conversion project in the amounts not to exceed $411,800.00 and $12,052.30, respectively.

Body

RECOMMENDATION:

Recommendation

Authorize the Town Manager to:

1) Execute SRP Aesthetics Funding Agreement to apply $200,000 of the Town’s SRP Aesthetic Funds toward the SRP Denton Ln Overhead Conversion project and to allow for placement of the underground facilities within the Town’s right-of-way.

2) Execute agreement with SRP in an amount not to exceed $411,800.

3) Execute agreement with CenturyLink in an amount not to exceed $12.052.30.

Background

SUMMARY STATEMENT:

Since 1988, the Town of Paradise Valley has partnered with SRP to complete twenty voluntary improvement districts (districts) to convert overhead power lines underground. Currently, only three districts remain in the Town as follows:

1) Denton Lane

2) 40th Street and Lincoln Drive

3) 38th Place and Bethany Home Road

The Denton Lane District includes seven residential lots. The scope of work consists of undergrounding three spans of existing 12kv overhead lines along the back lots of homes on the south side of Denton Lane, east of Palo Cristi Road. Overhead removal includes approximately 2,240 feet of conductor, four power poles, three transformers, and overhead CenturyLink facilities. The underground conversion includes approximately 800 feet of trench and conduit and 4,100 feet of conductor, five pad mounted utility cabinets, and CenturyLink facilities.

Resolution 813, executed on June 9, 1994, allows the Town’s contribution up to two thirds (66.7%) of the cost of the SRP undergrounding and the Town shall pay for trenching and installing conduit supplied by CenturyLink. CenturyLink shall pay for everything but the trenching and installing conduit.

BUDGETARY IMPACT:

In September 2017, Town Council supported the cost sharing formula as follows:

Town Portion = (Total SRP Project Cost - Aesthetic Funds) x 66.7% + CenturyLink Costs

Resident Portion = (Total SRP Project Cost - Aesthetic Funds) x 33.3%

Aesthetic Funds                      $200,000.00

Residents                                           $  70,529.40

General Fund                      $153,322.90, CIP Project ID#2020-02

Total                      $423,852.30

Above costs are based on conceptual estimates provided by SRP and CenturyLink.
