Motion to adopt resolution number 2019-02 amending the fiscal year 2018-19.

Background

 

SUMMARY STATEMENT:

The recommended budget amendment is being proposed in two steps.  The first step is to close the Double tree project to the CIP contingency in the amount of $2,895,000.

The second step is to increase the Lincoln sidewalk project with use of the CIP contingency in the amount of $150,640.

 

 

The following is a summary form the CIP Administrator:

 

In 2016 the Town adopted Resolution 2016-23, authorizing the execution of an IGA between the Town and the State of Arizona for administration of the Lincoln Drive Sidewalk project. This project will fill the sidewalk gaps along Lincoln Drive from 32nd St to Mockingbird Lane. The project includes approximately two miles of sidewalk, some retaining walls, drainage structure extensions, pedestrian signage, and landscaping. The Town is responsible for the cost of design and any right of way required. In September 2018, staff presented to the Town Council the right of way acquisitions impacting nine properties. Town Council authorized staff to proceed with the right of way required for the project.

 

In February 2019, the Town executed a design change order in the amount of $38,136.00 to complete the construction documents and to grant a contract time extension of 540 days to provide post-design services during construction, which is anticipated to start in the Summer of 2019 and be completed in early 2020.

 

Currently, the Town is in the process of completing the right of way acquisition process. Six of the nine properties have closed escrow, two are in escrow, and one is in the process of condemnation. The Town’s budget for land acquisition requires additional budget authority.

 

BUDGETARY IMPACT:

Total budget amendment requested is primarily due to the land acquisition cost overrun and will allow the project to continue forward.
