Recommendation

Implement the FY 2018-19 Pavement Maintenance Program by authorizing the expenditure of funds from budget line item 20-40-871, Pavement Maintenance Program to M.R. Tanner in the amount of $1,560,478.22

Background

 

SUMMARY STATEMENT:

 

In March of 2018, the Town Council awarded a unit pricing contract to M.R. Tanner for annual pavement preservation projects and associated concrete work. The term of this contract is three years with two (2) allowable one-year extensions.

 

The street maintenance cycle has critical milestones that must be met to maximize the expected useful life of each street. Based on those milestones, staff recommends proceeding with a full mill and 1½ asphalt overlay in Maintenance District 13, and crack sealing and applying Polymer Modified Master Seal (PMM) in Maintenance Districts 10 and 15.

 

Maintenance District 10 and 15 - It is recommended that these Maintenance Districts receive crack seal and an application of a Polymer Modified Master Seal (PMM) on the selected 12.35 linear miles of streets. The selected streets have an average Pavement Condition Index (PCI) of 86 and require crack seal and a PMM surface seal per the Pavement Management Program to maintain the integrity of the roadway.

 

Maintenance District 13 - It is recommended that this Maintenance District receive a full mill and 1½ asphalt overlay on the selected 6.3 linear miles of streets. The streets within this District have an average Pavement Condition Index (PCI) of 51 which require a full mill and asphalt overlay per the current Pavement Management Program.

 

ADA Curb Ramps - Prior to starting the full mill and asphalt overlay in Maintenance District 13, six (6) ADA curb ramps need to be updated to the new 2013 specifications and standards required by the Department of Justice and the Department of Transportation.

 

 

BUDGETARY IMPACT:

The FY 2018-19 budget has allocated $1,682,586 for the Pavement Management Program, including a carryforward of FY 2017-18 funds.

 

In November 2018, Public Works applied an asphalt overlay to streets in Maintenance District 4. This project was completed in conjunction with the APS District 30 utility undergrounding project. Council approved the carryover $142,586 from the FY 17/18 Pavement Maintenance Budget for this project. The final cost to overlay APS District 30 was $120,267. 

 

The total cost of the contract for Maintenance Districts 10, 15 and 13 is $1,560,478.22.
