Town’s General Plan 2012 calls for specific roadway cross-sections to be consistent throughout town limits and the Town’s Visually Significant Corridor Master Plan provides guidance to the Lincoln Drive improvements.

 

Council Goals or Statutory Requirements:

Infrastructure: For efficient and effective execution, review and seek improvements for the planning, timing, and coordination of infrastructure maintenance and enhancement.

 

SUMMARY STATEMENT:

The area bounded by Lincoln, Mockingbird, Indian Bend, and Scottsdale Roads has seen a remarkable amount of activity.  Development planning and activity abound on the Five Star, Smoke Tree, and Lincoln Medical properties.  The Five Star Development Agreement with the Town specifies roadway improvements and requires the developer to contribute toward those costs.  Simultaneously, APS (related to Five Star improvements), Epcor, and the City of Phoenix all are working to repair, replace, and/or extend utility services into the area.

 

At the November 15 study session, staff will present the 30% design plans to the Town Council for review and share the public comments that have been received.

 

BUDGETARY IMPACT:

These projects are included both in the FY 2019 budget and as a cost sharing requirement in the Five Star development agreement. As design progresses to 60%, the consultant will provide updated cost estimates and options.
