AGENDA TITLE:

Title

Mayor’s 2018 Volunteers in Paradise (VIP) Strategy - Debrief and Direction Regarding the 2018 Committee, Commission and Board Appointment / Reappointment Process

Body

Council Goals or Statutory Requirements:

RECOMMENDATION:

Debrief and determine any follow-up action on the Mayor’s 2018 VIP Strategy

SUMMARY STATEMENT:

On January 9, 2018, Mayor Collins presented to the to the Town Council his 2018 VIP Strategy for discussion and support (see attached). The Plan outlined a proposed recruitment and selection process and implementation strategy based upon best practices observed during his time on the Town Council and as Mayor. At that time the Council agreed to implement the proposed strategy and perform an after-action review.

The intent of this study session item is to debrief the process and determine any possible follow-up actions. There are two items of note related to the VIP Strategy to keep in mind for the future:

1.                     In order for the Town Clerk to initiate the advertisement of committee vacancies each year, it is necessary to determine which committee reappointments to approve, and which, if any, requests to deny. This would be a pre-strategy step each year.

2.                     Objective 6 discussed volunteer orientation training.

a.                     At the January 2018 meeting, Council offered feedback that the training timeline be extended from within 30 days to within 60 days.

b.                     An orientation training was conducted with the land use boards--Planning Commission, Board of Adjustments, and Hillside Building Committee--on April 11, 2018.  A video of that training was captured and a link to that training can be found on the Town’s Board and Commission web page for future use.

c.                     The Board, Commission and Committee Handbooks have been drafted and reviewed by a professional editor.  However, they still need further review by the Town Attorney, Councilmembers Moore and Pace, which is planned for the summer recess.

No formal presentation is planned at this study session but the VIP Strategy and January 9, 2018 slide show will be available.

BUDGETARY IMPACT:

None.
