Several sections of the Storm Drain Design Manual require the preservation of washes in their natural state.

 

Council Goals or Statutory Requirements:

For efficient and effective execution, review and seek improvements for the planning, timing, and coordination of infrastructure maintenance and enhancement.

 

RECOMMENDATION:

Receive an update on the Storm Drainage Design Manual and provide direction for adoption.

 

SUMMARY STATEMENT:

At the March 8th Town Council Meeting, Town Council received information on five outstanding policy issues.  One policy issue, wash preservation and relocation, Council required additional feedback and resident feedback.  Subsequent to the last Town Council Meeting, staff hosted a Wash Preservation and Modification Charrette. 

 

The Charrette was held at 6 PM on April 5th 2018 in the Town Hall Community Room.  It was attended by 11 residents.  Advertisement was done through several channels including the town’s website and social media pages, in the newspaper, through the Notify Me feature on the website, and on the town’s electronic message boards in Town Hall.  Staff presented the three tier system, took questions and answers from the group, and hosted breakout sessions with examples.  Residents were also requested to complete a survey, the results of which can be found in Attachment C.  Generally speaking, both wash preservation and private property rights were equally important to the attendees.  Several attendees suggested that if the wash cannot be seen from the right-of-way, it may not be as important to protect in a natural state as it isn’t enjoyed by the general public.  Town staff has proposed alternate text to the three tiered system that reflects this which will be discussed during the presentation, but was hesitant to recommend it as the preferred approach, as it only reflected the opinion of a small group of attendees.

 

Staff will cover the changes to the Storm Drainage Design Manual, answer and questions, and propose a timetable for moving forward for adoption, if it is the wish of the Mayor and Town Council.

 

The attached version of the Storm Drainage Design Manual includes edits from Councilmember Moore and includes changes from a professional editor that staff contracted to review the document.
