Adding a Statement of Direction tool prevents commissions and committees from needlessly developing policies that Town Council was not requesting or contrary to the desired outcome of an assigned task thereby reinforcing limited government.

Background
SUMMARY STATEMENT:
Councilmember Moore proposed expanding the use of the Statement of Direction (SOD) tool during the Council retreat in March 2017. Council piloted this expanded use with the Walk and Bike Plan and the Hillside Code update assigned to the Planning Commission. This agenda item proposes codifying this tool in Article 2, Section 5 (Committees and Commissions) of the Town Code.
