Recommendation
Award the following funds to M.R. Tanner in the amount of $3,316,564.00 for a full mill and 1 ½ asphalt overlay in Maintenance Districts 2 and 4 and a full mill & 1 ½ rubberized asphalt overlay on Tatum Boulevard from Caidia Del Sol south to town limits. Crack seal and apply Polymer Modified Master Seal (PMM) in Maintenance District 14 and Mockingbird Lane from Invergordon Road to 56th Street.

SUMMARY STATEMENT:
If M.R. Tanner is awarded the Pavement Preservation Maintenance Unit Pricing contract, it is recommended that M.R. Tanner be awarded $3,316,564.00 to complete the FY2017-18 Pavement Maintenance Program that includes the following projects:
Maintenance District 14 - It is recommended that this Maintenance District receive crack seal and an application of a PMM on the selected 7.4 linear miles of streets. The selected streets have an average Pavement Condition Index (PCI) of 87 which require crack seal and a PMM surface seal per the current pavement management program.
East Mockingbird Lane - It is recommended that east Mockingbird Lane, from Invergordon Road east to 56th Street, receive a crack seal and an application of a high density mineral bond (PMM). Currently Mockingbird Lane has a PCI rating of 56. Normally, a PCI rating of 56 would require a full mill and asphalt overlay. However, Staff is recommending a crack seal and surface seal to Mockingbird Lane at this time, as this street has been identified for future street improvements (installing center median islands and landscaping) in the 5 year Capital Improvement Plan.
Maintenance District 2 - It is recommended that this Maintenance District receive a full mill and 1 ½ asphalt overlay on the selected 7.8 linear miles of streets. The streets within in this District have an average Pavement Condition Index (PCI) of 57 which require a full mill and asphalt overlay per the current pavement management program.
Maintenance District 4 - It is recommended that the southeastern portion of this maintenance district receive a full mill and 1 ½ asphalt overlay. In 2016, the majority of District 4 received a full mill and asphalt overlay, with the exception of the southeastern portion. This portion of maintenance District 4 was not included because of the APS District 30 utility undergrounding project.
Tatum Boulevard - It is recommended that Tatum Boulevard receive a full mill and 1 ½ inch rubberized asphalt overlay from Caidia Del Sol south to the Town limits. Currently Tatum Boulevard has an average PCI rating of 52. Tatum Boulevard last received a full mill and asphalt overlay in 2002. In 2017, Public Works hired Ramm Engineering to perform a pavement analysis study on Tatum Boulevard. They took pavement core samples and evaluated the condition of the asphalt. Based on the results, Ramm Engineering is recommending a 1 ½ inch full mill and a rubberized asphalt overlay.
ADA Curb Ramps - Prior to starting the full mill and rubberized asphalt overlay on Tatum Boulevard, 61 ADA curb ramps on Tatum Boulevard need to be updated to the new 2013 specifications and standards required by the Department of Justice and the Department of Transportation.
BUDGETARY IMPACT:
The total cost of the contract $3,316,564.00 the current budget has allocated
$3,317,000.00 for the Pavement Management Program.
