Discussion of Paradise Valley Bicycle + Pedestrian Master Plan (the "Master Plan")

Background

The Planning Commission discussed the Master Plan at its July 25, 2017; August 15, 2017; September 5, 2017; September 19, 2017; and October 17, 2017 work study meetings.

There are four primary objectives for the November 21, 2017 work session meeting. No action will be taken. These objectives are as follows:

* Continue the discussion of the bicycle facility routes on the Statement of Direction (SOD) that are not in the Capital Improvement Plan and require completion. These were the resort loop, Mockingbird Lane between Lincoln Drive and McDonald Drive, and McDonald Drive between Invergordon Road and generally Scottsdale Road. The existing and proposed improvements will be reviewed in more detail, along with probable costs. The attached Template of Probable Costs Per Mile provides a general guideline of cost based on street classification and type of pedestrian/bicycle facility. This template is a tool that can be used to help determine specific cost estimates. Attached are draft cost estimates for the SOD bicycle segments noted above.
* Update the Planning Commission on the input from the four resorts related to use of the resort loop. In general, these resorts provide bicycles, have the ability to lock/secure a bicycle, and feel their guests would use the resort loop.
* Review the revised pedestrian facilities map. Based on the bicycle facilities map of the SOD and a re-evaluation of probable connections, the pedestrian facility map has been updated.
