Discussion of Paradise Valley Bicycle + Pedestrian Master Plan (the “Master Plan”)

Background
The Planning Commission discussed the Master Plan at its July 25, 2017 work study meeting. Refer to the attached minutes from that meeting for items discussed.
At the request of the Planning Commission, in an effort for the Planning Commission to adequately discuss and understand the components of the draft Master Plan, Planning Commission work study session meetings will be structured to afford uninterrupted time for Planning Commission discussion. Public input may be taken at the August 15, 2017 work study meeting. Near the beginning of the September 9, 2017 work study meeting on this item there will be 30 minutes for public input. Future meetings will also include time set aside for public input. This includes a meeting planned primarily for public input tentatively set for October 17, 2017. The public is always welcome to attend any of these meetings either in person or watch the video online.
There are four primary objectives for the August 15, 2017 work session meeting. No action will be taken. A detailed presentation will be presented at the meeting. These objectives are as follows:
• Lieutenant Freeman Carney will review the enforcement measures the Town has implemented to address safety for both motorists and persons using non-motorized transportation as a means to update the Planning Commissioners.
• The Planning Commission will continue the review of the pedestrian and bicycle route maps, with the goal of identifying a draft revised pedestrian route map and a draft revised bicycle route map by the end of the meeting for review at the September 5, 2017 work study meeting. To aid in this goal, various maps will be shown comparing existing facilities, facilities already in the Capital Improvement Program (CIP), facilities from the Statement of Direction (SOD), bicycle usage using a STRAVA map, and the proposed maps from the February 2017 draft plan. You will find these maps attached, along with Draft #2 route maps to provide a starting point for Planning Commission discussion.
• The consultant will review some illustrative examples of enhanced intersections focused in the neighborhood on/near Hummingbird Lane. This neighborhood is one example of a neighborhood that sees heavy use of persons bicycling, jogging, walking, and actively using public streets by both residents in the neighborhood and persons outside the neighborhood. It is also a neighborhood with many curvilinear streets, reduced pavement width, and varying topography. An aim of the bicycle and pedestrian master plan will be to come up with desirable concept(s) on how to make this neighborhood a safer place for both motorists and persons using non-motorized transportation, without negatively impacting property owner quality of life or creating an urban streetscape. Understanding competing interests exist, the desirable concept(s) may not fully be able to address the interests of all parties. As with other planned improvements that will be identified by this plan, there will be future steps/process for resident input. For example, the final design and construction of any concept(s) for the Hummingbird neighborhood would need to be budgeted through the Town Council’s approval of a future Capital Improvement Program (CIP). Once budgeted, CIP projects will require the preparation of professional plans, and property owner notification/input via Town procedures. A benefit of identifying such projects in this Master Plan is that the Town will have a list of potential projects it can plan to budget over time and goals/policies that should remain in place as changes in Town leadership changes over time.
• An outstanding item continued from the discussion on August 15, 2017 includes the review of the supporting standards; such as traffic calming, enhanced intersections, and wayfinding. Based on the direction given at the last meeting, this review will also add the inclusion of local street cross-section options. These supporting standards would be a toolbox of standard details the Town could use to implement the Master Plan to be approved or a neighborhood could request from the Town Council at a future date.
