Discussion of Paradise Valley Bicycle + Pedestrian Master Plan (the "Master Plan")

Background

There are three primary objectives for the July 25, 2017 work session. No action will be taken. A detailed presentation will be presented at the meeting. These objectives are as follows:

* The first objective is to review the attached Statement of Direction approved by Town Council on June 22, 2017. While approving this Statement of Direction, Town Council verbally acknowledged additional general direction based on public input during their meeting. This general direction was to recommend bicycle facilities, policies, and program measures encouraging bicycling for people of all ages and bicycling abilities. Also, to formulate strategies to educate bicyclists, pedestrians, motorists and the general public promoting positive interaction between each user group. Limited direction was given on the pedestrian network.

* The second objective is to take a broad look at the physical components of the plan through comparing what the Planning Commission last reviewed in February 2017 (the first draft plan) and the Statement of Direction. Physical components relate to the core standards, such as the pedestrian and bicycle route maps and street cross-sections. They also relate to the supporting standards, such as traffic calming, enhanced intersections, and wayfinding. An aim of this broad look is to discuss and identify areas of the draft plan where physical components covered in the draft plan need to be modified. This modification may be a deletion, a revision, or an addition.
