AGENDA TITLE:

Title

Award of Contract to B&F Contracting in the Amount of $78,168.01 for the Installation of Video Detection Camera Systems at all Twelve Signalized Intersections Townwide

Body

Council Goals or Statutory Requirements:

CIP - Maintain, repair, and add critical infrastructure in the Town

RECOMMENDATION:

Recommendation

Authorize the Town Manager to execute a contract with B&F Contracting in the amount of $78,168.01.

Background

SUMMARY STATEMENT:

This project includes the replacement of the Town’s existing video detection cameras at its signalized intersections townwide.  The current cameras were installed in 2008 and have exceeded their useful life by two years.  The existing cameras continue to fail on a weekly basis and require significant man hours to troubleshoot and reset.

The replacement cameras staff is recommending have a useful life of 10 years and have a 3 year warranty.  In addition to their capability to detect vehicles for signal timing, the cameras have the ability to collect and store 24/7 vehicle and bicycle counts by vehicle classification, providing more accurate traffic counts for future signal timing.

This project is included in the FY2017-18 Capital Improvement Plan Budget.  As such, a Notice to Proceed will not be executed for this project until after July 1st, 2017.  The project is anticipated to take 8-10 weeks to complete.

Staff is delivering this project via a Job Order Contract (JOC), an alternative construction delivery method as defined by A.R.S. Title 34 Chapter 6.  The Town will be utilizing an existing City of Peoria contract with B&F Contracting which includes a Cooperative Purchasing clause.  B&F Contracting was selected by the City of Peoria through a competitive qualifications based process in accordance with State Statutes.

This contract is to install the cameras only, a separate contract for the purchase and programming is also recommended for approval.  By buying directly from Econolite Group, Inc. through the Maricopa County contract and separating it from the installation contract, the town was able to save approximately $20,000 on the overall cost of the project.

BUDGETARY IMPACT:

This project is identified in the Town’s FY2017-18 Capital Improvement Plan with a project budget of $250,000.  The award of this contract will cost the town $78,168.01
