Authorize the Town Manager to execute an intergovernmental agreement with the City of Phoenix for Business Intelligence tax reporting system.

Background

 

SUMMARY STATEMENT:

Legislation in recent years has placed all collection, audit, and reporting functions for Transaction Privilege (sales) tax in the Arizona Department of Revenue (DOR). Many larger cities and towns had previously collected their own taxes and had the ability to report and project sales tax in ways that DOR is not set up to be able to provide. DOR recently moved from its legacy DOS-based system in an effort to manage the larger amount of data. However, we have not been able to consistently pull accurate data from the new system.

 

The City of Phoenix has undertaken an extensive project to establish an Oracle-based reporting system for sales tax.  The Phoenix system has much greater querying and reporting capabilities. An intergovernmental agreement with the City of Phoenix would allow the Town to utilize the Phoenix system to better report and project town sales tax data. The City of Phoenix system is fully compliant with the state’s extensive security requirements.  The IGA and a City of Phoenix presentation are attached, providing examples of the system capabilities.

 

BUDGETARY IMPACT:

Phoenix is offering to make this system available to small cities and towns for $2,000 for implementation and $375 per year in ongoing maintenance.
