Council Goals

SUMMARY STATEMENT:

This is the third in a series of study sessions to review the Town Manager’s Recommended Budget for FY 2018.  At this study session, staff will review the FY18 projects in the CIP, budgets for the enterprise funds, review the Operating forecast as well as address any questions.  The goal of this study session is to identify the Budget Mayor and Council are willing to adopt as the Tentative Budget on May 11.

The general fund includes many notable investments, including a significant payment toward the public safety pension unfunded liability; contributions to the capital improvement program, including roadway improvements near the developing Ritz Carlton project; four new positions and continuing contract services funding to create capacity and provide necessary expertise for exceptional service delivery; and continuing support of the Scottsdale CVB. While not broken out into separate line items, the current contract reflects an increase of $300K in recent years to support tremendous events such as the Fiesta Bowl, marketing in key destinations, and working with meeting planners.

Council requested additional information regarding General Professional services line item in the Information Technology budget.  The Information Technology budget is one example of the use of contract labor in lieu of full time staffing.  The allocation allows for the incremental acquisition of specific areas of expertise, including servers, networking, cybersecurity, geographic information systems, and emergency response to system failures. Certain identified expenditures, such as the Network Security Analyzer, would not be made until the needed solution is better defined through a cybersecurity study.

The enterprise funds support the Town’s contracts with the City of Scottsdale for sewer services, the City of Phoenix for fire services, and the Town’s alarm service.  A separate presentation will review the proposed capital improvement program.
