SUMMARY STATEMENT:
At the March 9th Study Session, town staff presented all of the projects preliminarily identified for the FY2018-22 Capital Improvement Plan. Through the discussion, the Town Council requested additional information or action on 11 projects. Projects, requested action, including a response or disposition of each, are:
1. Space Optimization Study - Rename to reflect construction
Response: Project was renamed and broken into three projects--Town Hall Remodel, Police Department Remodel, and Public Works Remodel
2. Backup Power - Separate by building and explore grants
Response: Generator projects have been separated between Police/Public Safety and Town Hall and reprogrammed. Grants will be explored
3. Photo Voltaic Project - Provide origin, tax credits, outside funding, and cost/benefit analysis
Response: Town Manager recommends deleting project due to higher priority projects in the CIP
4. Town Hall Chiller - Explore replacing with different system
Response: Make and model will be evaluated during the Town Hall remodeling project
5. Watershed Studies - Redefine scope
Response: Scope has been redefined in light of the recent approval of Resolution 2017-08
6. Town Facilities Green Compliant - Additional info
Response: Town Manager recommends deleting project
7. Berneil Water Company Study - Should the town spend money to study a private utility provider?
Response: Town Manager recommends deleting project
8. 32nd Street Sidewalks - Incorporate in Bike/Ped analysis, cost benefit analysis for use by Paradise Valley Residents
Response: A placeholder for this project is programmed into FY21 and FY22 in order that staff may gather additional information over the next fiscal year
9. SRP Projects - Explore new cost sharing model with SRP
Response: Town Manager has requested an initial meeting with SRP to discuss
10. Mini Multi-Model Transportation Site - Delete
Response: Town Manager recommends deleting project
11. Town Owned Cell Tower Sites
Response: Town Manager recommends removing the project from the CIP but staff and Council to explore right-of-way and town own land options to further this goal
Attached you will find the Town Manager’s recommended Capital Improvement Plan, which includes 41 projects over the next five fiscal years, with a total project value of almost $50 million. Of that total project value, $36 million is the town’s responsibility while $14 million worth of outside funding has been identified. In the attached CIP you will find information on what defines our CIP, Projects by Department, Projects by Funding Source, Project Scoring and Ranking, and a Project Detail Sheet for each project included over the next five fiscal years.
The study session presentation will focus only on the FY18 projects.
