SUMMARY STATEMENT:
At the February 9th Town Council Meeting staff presented four courses of action for the Cheney Watershed which ranged from continuing the status quo to mapping to significant financial investment in local stormwater infrastructure. The discussion, while initiated by the Cheney Watershed, became more of a philosophical position about storm water town-wide. One specific point which required more information was the cost-benefit analysis of the projects proposed, as such a memo is attached which describes in detail the process and calculation.
In light of the discussion, staff has refined the proposed policy options for Mayor and Town Council to consider and this will be the heart of the March 23 discussion. Once a policy option has been identified, the Cheney Watershed Analysis will be revisited at a future meeting to determine an appropriate course of action. The policy options include:
1. Continue the status quo by updating the Storm Drainage Design Manual, require residents address on-site issues on a lot-by-lot basis, maintain membership in the National Flood Insurance Program (NFIP) so that residents may purchase federally backed flood insurance, develop a better records management system incorporating individual drainage studies with Town GIS, and utilize town resources to clean town roadways after storm events.
2. Provide all of the services identified in option 1, plus map the six Town watersheds in partnership with the Flood Control District of Maricopa County. FCDMC to provide base flood modeling and maps in the next 2-3 fiscal years. Town would enhance those models with local conditions and historical flows to develop a more robust map that show information such as inundation limits, flow depths, flow velocities of various storm events such that individual property owners and Town officials have a better idea of what to expect in a serious storm event. Individual property owners could then use this information to determine their level of mitigation and preparedness appropriate to their concern
3. Provide all the services in Option 2 plus, partner with the Flood Control District of Maricopa County physically and financially to analyze, design and construct regional drainage projects.
