Authorize the Town Manager to execute an agreement with Justice Systems, Inc to upgrade the Municipal Court case management system to FullCourt Enterprise.
Background
SUMMARY STATEMENT:
The Municipal Court requests approval to upgrade the Court's 15 year old case management system, FullCourt V5 to the newest version, FullCourt Enterprise. The Court's current case management system will no longer be supported by the vendor as of January 31, 2016. The upgrade to FullCourt Enterprise will provide improved accessibility of case information plus enhanced system functionality to increase the Court's efficiency and customer service.
The upgrade allows documents to be scanned and saved electronically in the new version reducing the need of paper case files. Internal customers, such as the Police Department and Prosecutor's Office will have access to these electronic documents 24 hours/7 days a week. In addition, the system upgrade allows integration with the Town's accounting system, which permits the Court to electronically download daily deposit reports in lieu of the current manual process.
For Court staff, the upgrade offers innovated automation and workflow management that provides a multitude of benefits the current system lacks, such as the functionality to electronically send and save documents, importing of the Police Department's electronic citations, importing of defensive driving school completions from Supreme Court, transmittal of domestic violence data to the Domestic Violence State Repository and systemic batch processing of overdue cases.
