BACKGROUND:

Background

Chairman Strom has asked to have a discussion regarding possible modifications to the Town lighting code regulations, specifically the use of watts versus lumens.

 

Lighting regulations occur in various parts of the Town Code, Zoning Ordinance, and by policy through guidelines. Lighting regulations are mostly found in the Zoning Ordinance. Section 1023 of the Zoning Ordinance is where one will find lighting regulations for non-hillside residential properties. This section of the code was last amended in 1994. Section 2208 of the Zoning Ordinance is where one will find lighting regulations for hillside residential properties. This section of the code was last amended in 2005. Section 2506 addresses lighting related to signage. This section of the code was last amended in 1995. Article II of the Zoning Ordinance includes definitions for ‘indirect lighting’ and ‘internal lighting’ related to signs. Also, the individual residential zoning districts of R-175 and R-43 address lighting of tennis courts.

 

The Special Use Permit Guidelines, created in 2005, address lighting for non-residential properties.

 

Other locations one will find lighting are in the following chapters of the Town Code: Chapter 6, Subdivisions; Chapter 8, Safety, Health, Sanitation and Nuisance; and Chapter 11, Traffic. Lighting references in these chapters are general in nature or refer back to one of the Zoning Ordinance sections noted previously.
