Background
SUMMARY STATEMENT:
On an annual basis, the Town's routine pavement preservation averages approximately 18 linear miles of surface seal and 7-9 miles of mill and asphalt inlay. Miscellaneous concrete flat work is required in connection with this routine pavement maintenance, such as American Disability Act (ADA) curb ramps.
On January 5th, 2018 staff advertised an Invitation for Bid (IFB) for a pavement preservation maintenance contract (various surface seals; asphalt mill & inlay; and concrete flat work). The purpose of the bid was to obtain pricing for the Town's annual pavement preservation projects and associated concrete work.
The recommended term for the bid contract is three (3) years with the option to extend for up to two (2) additional terms of one (1) year each. A multi-year, annual maintenance contract would give staff the ability to retain one contractor to apply surface treatments and complete concrete flatwork projects, while ensuring a mutual understanding regarding quality requirements, materials and expected time frames. The contract will also reduce staff time and effort in procuring street related projects on an individual basis.
On January 24th, 2018, six sealed bids were received with the following results. The bid used a sample annual pavement preservation scope of work to compare the bid tally.
