Background
SUMMARY STATEMENT:
Proposed Ordinance Number 2016-05 provides a mechanism to extend the terms of office for most committees, commissions, and boards until such time as the Town Council votes to approve the appointments/reappointments.
One of the consequences of the consolidated elections law was that mayor and council elections were moved from the spring to the fall. As a result, the terms for committees, commissions and boards do not coincide with council terms.
At the September 8, 2016 Study Session, the Council discussed changing the committee term start date from October 1 to April 1. Moving the appointment process to the spring would allow time for the newly elected Council to take office in January, hold a policy and goal retreat in February, and invite applications from residents and hold interviews in March. This process would allow the Council to assess applicants’ strengths based on their ability to help achieve the policy goals identified by Council. Moreover, a spring application process may generate more applications, as opposed to accepting applications in the summer when many residents are out of town.
When the Council discussed this on September 8, there was consensus to schedule the ordinance for a final vote.
