Background

BACKGROUND:

The Town Council recently discussed Quality of Life Initiatives to further their goal of maintaining and improving the Paradise Valley quality of life. Property Maintenance/ Property Nuisance was one of the initiatives referred to the Planning Commission for further study.

This item was discussed at the Planning Commission Work Sessions on July 19th, August 16th, and September 20th and at a public hearing on October 4th. It was determined that very few revisions are necessary to the Town Code. The Town of Paradise Valley Construction & Zoning Regulations, the 2012 International Property Maintenance Code (adopted as part of the Town Code), and various Articles of Town Code Section 8, Safety, Health, Sanitation, and Nuisance combined cover most property maintenance concerns.

The few Code modifications that are proposed are contained in the attached Ordinance 2016-08. The majority of changes pertain to property maintenance associated with construction as these concerns were not adequately addressed in the Town Code.

COUNCIL DISCUSSION
Council discussed Property Maintenance/Property Nuisance at the November 3, 2016 Town Council Work Session. As a result, the language "in plain view" was added to three sections of the Ordinance. No further revisions were made to the Ordinance.
