Background
SUMMARY STATEMENT:
Last year the Town Council discussed Quality of Life Initiatives to further their goal of maintaining and improving the Paradise Valley quality of life. At the January 28, 2016 Council meeting a list of initiatives was proposed and various groups were assigned responsibilities. Initiatives for the Planning Commission to address, include:
1. Lighting Code
2. Bicycle and Pedestrian Master Plan
3. Design Criteria for Visually Significant Corridors
4. Wall Code
5. Sign Code for private property
6. Noise Ordinance - Construction noise and leaf blowers
7. Hillside Code
8. Blight
Planning staff brought these topics to the Commission over the course of this year.
The Planning Commission met three times on July 19, 2016, August 16, 2016 and September 6, 2016 to discuss the proposed changes to the noise ordinance for construction noise and for leaf blowers. On Sep 20, 2016 they voted 7-0 to recommend Ordinance 2016-10 for approval to the Town Council. The existing noise regulations are located in two different sections of the Town Code, have unattainable requirements, and are difficult to enforce. The Planning Commission, working with staff support, consolidated all of the noise provisions into Chapter 8 Safety, Health, Sanitation and Nuisance, Article 8-10 Nuisance noise.
