Body
Council Goals
Long term balanced budget
RECOMMENDATION:
Recommendation
Hold a public hearing on the Land Use Assumptions (LUA) and Infrastructure Improvement Plan (IIP) related to wastewater impact fees.
Background
SUMMARY STATEMENT:
Impact fees are designed to allow growth to pay for its proportionate share of impact on public infrastructure. The Town of Paradise Valley has only one impact fee: wastewater. Arizona Revised Statutes require an extensive public process to ensure that impact fees are representative of growth’s proportionate share, requiring a minimum of 270 days.
The Town has retained the services of Willdan and Pat Walker Consulting to assist in the analysis and development of the Town’s wastewater impact fee. In the initial public meeting on June 9, the consultant shared the Land Use Assumptions and Infrastructure Improvement Plan that will be incorporated into the analysis. Based on the preliminary review, an expected increase of approximately $1,300 per single family home is reflected in the draft report.
State statute requires a public hearing at least 60 days after the posting of the LUA/IIP. No Council action is requested. State statutes require staff to post the preliminary draft for at least 60 days prior to the public hearing. Staff will bring the LUA/IIP for consideration and action in October 2016.
