AGENDA TITLE:

Title

Presentation of Land Use Assumptions (LUA) and Infrastructure Improvement Plan (IIP) for consideration in the Town’s study of wastewater impact fees

Body

Council Goals

Long term balanced financial plan

SUMMARY STATEMENT:

Impact fees are designed to allow growth to pay for its proportionate share of impact on public infrastructure.  The Town of Paradise Valley has only one impact fee: wastewater.  Arizona Revised Statutes require an extensive public process to ensure that impact fees are representative of growth’s proportionate share, requiring a minimum of 270 days.

The Town has retained the services of Willdan and Pat Walker Consulting to assist in the analysis and development of the Town’s wastewater impact fee.  In the initial public meeting, the consultant will share the Land Use Assumptions and Infrastructure Improvement Plan that will be incorporated into the analysis.  Based on the preliminary review, an expected increase of approximately $1,300 per single family home is reflected in the draft report.  No Council action is requested.  State statutes require staff to post the preliminary draft for at least 60 days prior to the public hearing.  The draft LUA/IIP report will be available on the Town’s website over the summer months.  The public hearing may then be held when Council reconvenes in the fall.
