AGENDA TITLE:

Title

Review of Residential Parking Permit Ordinance #688

Body

In June 2015, Town Staff brought a residential parking permit ordinance to the Town Council for review.  The ordinance was requested to address a particular neighborhood parking issue, near Echo Canyon, in order to give police officers more tools to enforce transient parking in the area.

After the implementation of the ordinance, town staff discussed the permitting process with the residents.  The residents felt that parking on the street by permitted vehicles, which this ordinance allowed, would give the hiking traffic the impression that parking on the street was an accepted practice and complicate the problem instead of solving it.  Town staff informed the neighborhood residents that this process was available to them, if they needed it.  Town staff worked with the neighborhood residents throughout the 2016 hiking season in order to alleviate the parking issues seen in this neighborhood.

No residential parking permits were requested by residents town wide.  No other neighborhoods requested to be considered for similar parking restrictions by residents.

The ordinance is to be reviewed by the Town Council after one year, and will sunset in July 2017, if no action is taken.

Council Goals

Improve Public Safety Services including prevention, enforcement, communication and community/victim outreach.

SUMMARY STATEMENT:

I recommend that the Town Council allow this ordinance to sunset on July 1, 2017.
