Discussion of Solid Waste, Recycling, and Specialty Waste Collection RFP

SUMMARY STATEMENT:

The Mayor and Town Council identified trash and recyclable collection as one of the Quality of Life initiatives at the beginning of the 2015-2016 Council term.  The goals the Town is trying to achieve are to:

                     Reduce Cost to Residents

                     Reduce Frequency of Trucks (improve safety)

                     Reduce Wear & Tear on Streets (reduce cost to Town)

                     Reduce Days of the Week Bins on the Street

                     Reduce Noise

                     Maintain or Improve Service Level

                     Improve Environmental Sustainability

 

The Council agreed to a two-tiered strategy to address these goals.  The first tier was to amend the Sanitation Code to divide the Town into two districts and limit the number of collection days in each district.  The second tier was to develop a single hauler request for proposal (RFP).

 

The Town Council discussed the RFP at the May 11, 2017 Study Session and gave direction to finalize it and present it again for final review along with a proposed timeline.  Staff has included the edits that were discussed during the meeting and are prepared to issue the RFP June 30th.

 

PURPOSE AND DIRECTION

At the Study Session on June 8th, staff will summarize the RFP and seek Council feedback on whether the proposed RFP includes the desired scope of services and if it is ready to be issued.
