It is recommended the Town Council award a contract to Dibble Engineering in the amount of $420,051.

Background

SUMMARY STATEMENT:

Over the past three years the Town of Paradise Valley and the Phoenix Metro Region have experienced a number of intense storm events, causing damage to private and public property.  In February and April 2015 Town Council held community conversations to better understand the issues, concerns of residents, and potential challenges.  As part of this process, staff identified six distinct watersheds within the town.  Recognizing a need to address these concerns and challenges, the Town Council included in the Capital Improvement Plan funds to study the watersheds in three consecutive fiscal years.

In June of 2015 the Town solicited requests for qualifications for engineering services to study existing conditions, identify erosion, flooding, and drainage issues and provide a master drainage plan for the Cherokee and Cheney Watersheds.    The town received 13 responses to the RFQ’s and the selection committee, which included a representative from the Flood Control District, ranked the proposals.  The top three ranked firms were interviewed by the selection committee and Dibble Engineering was selected as the most qualified firm.

The study is estimated to take 11 months and will included multiple open houses and update presentations to Town Council.  The project will begin with data collection followed by defining existing conditions, analyzing alternatives to address flooding issues, and finally master planning.  Dibble will also review and rewrite the town’s Stormwater Design Manual with this project.  Detailed information regarding scope can be found in the Dibble Scope and Fee Proposal, attached.

BUDGETARY IMPACT:

This project is identified in the Town’s FY2015-16 Capital Improvement Plan with a project budget of $500,000.  The award of this contract will cost the town $420,051.
