Adopt Resolution Number 2016-23 authorizing the Mayor to execute an Intergovernmental Agreement between the Town of Paradise Valley and the State of Arizona for the administration of the federally funded Lincoln Drive Sidewalk Project.
Background
SUMMARY STATEMENT:
In 2015 the town applied for and received a two million dollar federal CMAQ grant to construct sidewalks along Lincoln Drive where gaps exist in the pedestrian network. The project includes approximately two miles of sidewalk, some retaining walls, drainage structure extensions, pedestrian signage, and landscaping. Because the town is not a qualified agency to self-administer federal funds, an IGA with the State of Arizona is required to receive the funds. The State will oversee design and construction of this project to ensure the project is adhering to all federal requirements in order to receive the grant.
BUDGETARY IMPACT:
This project is included in the FY2016-17 Capital Improvement Plan, with a total budget of $640,000. The approval of this IGA will cost the town $30,000 in ADOT Project Management and Design Review costs. Other costs associated with the $640,000 CIP budget are design engineering fees and right-of-way acquisition. In addition, the town will be responsible for 5.7% of the construction costs of the project in a future fiscal year, estimated to be $120,000.
