Discussion of Paradise Valley Bicycle + Pedestrian Master Plan (the “Master Plan”)

The Planning Commission discussed the Master Plan at its July 25, 2017; August 15, 2017; September 5, 2017; September 19, 2017; October 17, 2017; and November 21, 2017 work study meetings.

 

There are four primary objectives for the December 19, 2017 work session meeting. No action will be taken. These objectives are as follows:

 

                     Review the proposed probable costs. The Planning Commission reviewed at your last meeting the costs related to the resort loop, Mockingbird Lane between Lincoln Drive and McDonald Drive, and McDonald Drive between Invergordon Road and generally Scottsdale Road. Probable costs have been identified for all the new bicycle and pedestrian facilities from the proposed facility maps. These costs are presented by specific street corridors.

                     Revisit the bicycle and pedestrian facility maps. The facility maps were discussed at the last meeting with no significant proposed changes. In reviewing the maps for this meeting some minor additional pedestrian and enhanced intersection improvements are suggested for Planning Commission review. These edits include the following:

o                     The pedestrian facility map has been edited to only show the existing sidewalk on the south side of McDonald Drive from the intersection of McDonald Drive and Mockingbird Lane to Kiva elementary school. The existing public sidewalk ends in front of Kiva elementary school and picks up in front of Valley Presbyterian east of the school due to an existing drainage ditch. The pedestrian connection between the school and church is on the school property through a shared agreement.

 

o                     The pedestrian facility map has been changed from new sidewalk to existing sidewalk on 52nd Street, north of Mockingbird Lane. The pedestrian facility map previously had this segment as a new sidewalk. This sidewalk was recently constructed.

o                     The pedestrian facility map has been changed from current Capital Improvement Plan (CIP) sidewalk to no pedestrian facility on the west side of 56th Street, south of Mockingbird Lane. The previous pedestrian map indicated this segment for current CIP sidewalk. The Town’s CIP administrator clarified that this area is not part of the CIP.   

o                     The pedestrian facility map has been edited to add some new small segments of sidewalk on the south side of Doubletree Ranch Rd near 52nd Place, Sanna Street, and 67th Street to provide safer accessways for residents south of Doubletree Ranch Road to cross the street to access the sidewalk that runs the full length of Doubletree Ranch Road from Tatum Boulevard to Scottsdale Road.  

o                     The enhanced intersections located within the Town discussed previously, along with three new enhanced intersections have been added to the pedestrian facility map. The intent of this change is to more clearly show the connection of the enhanced intersection with the designated bicycle and/or pedestrian facility.

                     Discuss next steps. With all the components on the master plan reviewed over the last nine months, the intent is to bring a redraft of the February 2017 master plan for Planning Commission review at the January 16, 2018 work session. Planning Commission recommendation is tentatively set for February 20, 2018.
