Authorize the Town Manager to execute a contract with Kimley-Horn and Associates in the amount of $319,955.00.
Background
SUMMARY STATEMENT:
Doubletree Ranch Road is classified as a Minor Arterial between Tatum Boulevard and Scottsdale Road per the Town’s Approved 2012 General Plan. The limits of the proposed project include Doubletree Ranch Road between Invergordon Road and Scottsdale Road. The remaining portions of Doubletree Ranch Road have already been constructed to the appropriate cross section. The cross section proposed includes a meandering alignment with one travel lane in each direction, one bike lane in each direction, a raised landscape median, and a six foot sidewalk along the north side of the roadway. The project also includes the design and construction of a roundabout at the intersection of Doubletree Ranch Road and Invergordon Road.
In August of 2017 the Town solicited requests for qualifications for on-call design engineers for multiple Capital Improvement Plan projects. The town selected five on-call firms, based on their qualifications, capable of completing projects within our 5 year CIP. Kimley-Horn is one of the selected firms and is well equipped to complete design due to their many in house specialties and current work load.
The design is estimated to take 7 months from the date of contract approval. During design a solicitation for a Construction Manager At Risk (CMAR) will be advertised to ensure contractor participation from the 30% design phase through construction. The CMAR will assist in constructability reviews, cost modeling and coordination with utilities.
BUDGETARY IMPACT:
This project is included in the FY2017-18 Capital Improvement Plan Budget. The budgeted amount for design is $300,000. This contract includes a design award of $242,055 in FY2017-18. The contract also includes construction phase services for FY2018-19 in an amount of $77,900. The total expenditure, over two fiscal years, is $319,955.
