Adopt Resolution 2016-09 repealing the 2000 Town Procurement Policy and amendments and adopt Ordinance 2016-03 amending the Town Code, Section 3-8 Procurement and Materials Management

Background

 

SUMMARY STATEMENT:

While construction procurement is governed by Title 34 of the Arizona Revised Statutes, state statutes are otherwise limited on procurement requirements for local governments.  It is incumbent upon cities and towns to establish rules and procedures to protect the interests of tax payers. 

 

During FY 2016, Council and staff undertook an extensive effort to review industry standards and best practices to develop a Procurement Code and corresponding procedures that met the unique character and interests of the Town of Paradise Valley, taking care to ensure:

                     Best possible service; lowest possible cost

                     Minimize risk

                     Maximize operational efficiency

                     Ensure all federal, state, and local regulations met

                     Logical, well-organized, consistent process

 

The resulting discussion is reflected in the attached ordinance.  This ordinance provides additional specific requirements for management of the Town’s procurement, as well as thresholds for Council approval and informal and formal procurement methods.

 

BUDGETARY IMPACT:

The structure and accountability of proper procurement policies provide an environment for sustainable financial practices and adherence to adopted budgets.
