Authorize the Town Manager to execute a contract with Kimley-Horn and Associates, Inc. in the amount of $408,829.
Background
SUMMARY STATEMENT:
In 2015 the town applied for and received a two million dollar federal CMAQ grant to construct sidewalks along Lincoln Drive where gaps exist in the pedestrian network. The project includes approximately two miles of new sidewalk, some retaining walls, drainage structure extensions, pedestrian signage, and landscaping.
Because the construction phase of this project is funded by federal dollars, there are certain design elements that must be completed to ensure compliance with federal regulations. They include an inventory of endangered species (if applicable), environmental clearances, and specific right-of-way or easement acquisition processes. These tasks are included in the award of this contract. The funds for the actual purchase of right-of-way or easements is not encumbered in this contract but are included in the CIP budget for this project.
In July of 2016, in accordance with A.R.S. Title 34, the town solicited request for qualifications for design engineers with federal funding project experience. The town received 11 responses and the review committee ranked the proposals, selecting the top five firms to interview. After interviewing the top five firms, the selection committee unanimously selected Kimley-Horn and Associates, Inc.
The design of this project is anticipated to take 10-12 months, including all required federal clearances. The construction is currently programmed for FY2019-20 to align with the federal fiscal year the grant was awarded in. The construction phase will be advertised, bid, and awarded by the State of Arizona, who will administering the federal funds for this project.
BUDGETARY IMPACT:
This project is included in the FY2016-17 Capital Improvement Plan, with a total budget of $640,000. The award of this contract will cost the town $408,829. Other items associated with the $640,000 CIP budget is the $30,000 ADOT Project Management and Design Review Costs and the right-of-way acquisition along this corridor.
