Adopt Resolution Number 2016-05 authorizing the Mayor to execute an Intergovernmental Agreement between the Town of Paradise Valley and the City of Scottsdale for Wastewater Treatment and System Maintenance.
Background
SUMMARY STATEMENT:
The Town and the City of Scottsdale (“Scottsdale”) desire to enter into an Intergovernmental Agreement (IGA) (attached) related to Wastewater Treatment and System Maintenance. This IGA supersedes IGA No.’s 980154 and 980131. The Town of Paradise Valley (Town) has two wastewater service providers. Portions of the southwest and northwest are served by the city of Phoenix which owns, operates and maintains the wastewater facilities in these areas. The remaining areas are serviced by the Town which owns, operates and maintains the collection system within these areas.
The Town’s wastewater service area is provided wastewater treatment and disposal services through an IGA entered into in 1998 with Scottsdale. Town staff has worked with Scottsdale to update the current IGA as a result of a proposed rate increase of over 50% by Scottsdale several years ago.
This updated IGA includes:
1. The removal of 13 metering stations
2. A complete system assessment that will be completed over a 5-year period
3. The maintenance of the Town’s Collection System.
4. Identification of how future capacity will be purchased if needed
5. Pretreatment Program - fats, oils and grease inspections at all commercial businesses to enforce the requirements outlined in the Town Code.
Town staff presented the highlights of the draft IGA at the February 25th, 2016 work study session.
The City of Scottsdale intends to bring this IGA before their council in May of 2016.
BUDGETARY IMPACT:
This proposed IGA will cost the Town approximately $1.7 million per year for wastewater service and maintenance along with $234,000 a year for five years for a full sewer system assessment.
