Approve the purchase of 32 Axon Body Worn Cameras, charging docks, magnetic mounts, and cloud storage at a not to exceed amount of $120,000.

Background

 

SUMMARY STATEMENT:

Body worn cameras (BWC) were budgeted for replacement within the Police Department budget in FY 19 at a total budget figure of $120,000.  Body worn cameras are a public expectation for law enforcement for court purposes, use of force incidents and provide public transparency into the actions of law enforcement officers.

 

After testing and evaluating several vendor’s body worn camera products, Axon was chosen as the best fit for Paradise Valley because the product is simple and reliable, allows viewing of redacted video online for court purposes and is compatible with 3rd party redaction services.

 

The video will be house off-site, in the cloud.  This is different for Paradise Valley, as video was previously kept on local servers with the old BWC system.  In order to protect the Town’s best interests regarding data security, this contract specifies the contractor’s responsibilities.  Additionally, Axon follows the FBI CJIS Security addendum, which is a data security standard whose goal is to protect data integrity by providing appropriate controls, whether the data is at rest or in transit for the life of the Criminal Justice Information.  Finally, the contract specifies further security measures that Axon will adhere to for this contract, which include:  data encryption during file transfer, SSL with RSA 2048 bit key, 256-bit ciphers, TLS 1.2, Perfect Forward Secrecy. Data at rest is d encrypted in storage: 256-bit Advanced Encryption Standard (AES-256).

 

The total cost of the Axon product is $116,615.18.  The first-year cost is $25,223.58.  Subsequent years of the five-year contract are $22,847.90 annually.  The vendor will provide new and updated cameras at the 2.5-year point in the contract.

 

BUDGETARY IMPACT:

The budgeted figure for this project is $120,000.  The entire $120,000 was budgeted in FY 19.  While the first-year costs are reduced to $25,223.58, the Town of Paradise Valley will commit to paying $22,847.90 during years two through five.  The total cost to enter into this five-year contract is $116,615.58.
