Discussion of Quality of Life Initiatives

BACKGROUND:

Background

The Town Council recently discussed Quality of Life Initiatives to further their goal of maintaining and improving the Paradise Valley quality of life.  At the January 28, 2016 Council meeting a list of initiatives was proposed and various groups were assigned responsibilities.  Initiatives for the Planning Commission to address, include:

 

1.                     Lighting Code

2.                     Bicycle and Pedestrian Master Plan

3.                     Design Criteria for Visually Significant Corridors

4.                     Wall Code

5.                     Sign Code for private property

6.                     Noise Ordinance - Construction noise and leaf blowers

7.                     Hillside Code

8.                     Blight

 

Planning staff will bring these topics to the Commission over the course of this year. Following is an update on the individual initiatives.

 

1.                     Lighting Code

At the last meeting the draft Ordinance revisions were discussed in detail.  It was noted that changes need to be made to the sign code.  The draft will be further refined and presented at the work session.

 

 

2.                     Bicycle and Pedestrian Master Plan -

The Coffman Studio team ranked first in the scoring of consultants and the Selection Committee will ask Town Council to award them the contract.

 

3.                     Design Criteria for Visually Significant Corridors -

The RFP was reviewed at the last work session.  Further refinement is necessary and will be presented at a later date

 

4.                     Wall Code

A resident applied for a text amendment for a combination wall in which the code would allow for a 6’ tall fence at a 20’ front yard setback.  Minor housekeeping items such as clarification on wall finishes adjoining neighboring properties will also be reviewed. 

 

5.                     Sign Code for private property

Staff has a list of items that will require additional clarification in the Zoning Ordinance.  These will be discussed in detail at a later date.

 

6.                     Noise Ordinance - Construction noise and leaf blowers

Noise was briefly discussed at the last work session.  The list of items to study was expanded to include party noise and helicopter noise.

 

7.                     Hillside Code

Commissioner Moore and George Burton have begun their review of changes to the Hillside Code. The Council has also scheduled a Community Conversation on the Hillside Ordinance for April 28th.  An update will be given at the work session.

 

8.                     Blight

Commissioner Wainwright has begun contacting Councilmembers on this initiative. Blight will be discussed in detail at a later date.
