Body
Agenda Item Relates to Mission/Vision:

Strategic Initiative:
• Continuously provide high quality public safety services for Town residents and visitors.
Council Goals or Other Policies / Statutory Requirements:
• Improve Public Safety Services including prevention, enforcement, communication and community/victim outreach.
RECOMMENDATION:
Recommendation
Authorize to the Chief of Police to sign the agreement for the purchase of 34 TASER electronic control devices, and recommend transfer of contingency funds to cover the expenditure.
Background
SUMMARY STATEMENT:
In FY 2017, the police department budgeted $20,000 to purchase 12 electronic control devices. This would have replaced approximately one-third of the devices in the police department. Over the course of three years, the original plan was to replace all the devices in the police department at a cost of approximately $60,000.
Breaking the entire purchase into three years had several drawbacks:
• Having different styles of TASERs, with different capabilities deployed to the officers.
• Needing to train officers on two different models of electronic control devices.
• Purchasing different cartridges used by the different models of TASERs.
However, breaking the purchase into three years had two advantages including:
• Having the ability to split the costs for the program into three years.
• Having different dates placed into service, so that all the electronic control devices do not have to be taken out of service at the same time.
After reviewing best practices at other agencies, the Chief’s preference is to have the officers all be trained and supplied with the same TASER device, so that only one cartridge type would be purchased, and the officers would all receive identical training.
This equipment will be purchased off of a state contract.
BUDGETARY IMPACT:
The police department budgeted $20,000 for the replacement of TASERs during FY 2017, with the anticipated expenditure of approximately $20,000 in FY 2018 and approximately $20,000 in FY 2019.
Instead, if approved, this will be a one-time $61,452.46 expenditure, with $20,000 from the Police department FY 2017 budget, and $41,452.46 from contingency funds.
