The proposed improvements are consistent with Section 2.1.2 of the Town’s General Plan which encourages the continued revitalization and improvement of the Town’s Special Use Permit properties while protecting the adjacent residential neighborhoods.

 

RECOMMENDATION:

Recommendation

Continue the Public Hearing on Paradise Valley Medical Plaza Intermediate Special Use Permit request (SUP-18-10) to February 28, 2019.

Background

 

Request:

Paradise Valley Medical Plaza is requesting an amendment to their Special Use Permit (SUP) to allow for the addition of a new 10,000 square feet medical building, a new parking area, two new covered parking canopies, and new signage. 

 

Background:

Town Council Discussion

The Town Council reviewed this application at the January 24th work study session.  During the work study review, the Council requested the applicant provide a traffic report identifying the number of trips and the amount of traffic generated from the proposed improvements. 

 

 

Continuance

In response to Council direction and neighborhood concerns, the applicant is in the process of updating the plans and in doing so was unable to meet the submittal deadline for staff review.  Therefore, staff recommends this application be continued to the February 28th meeting.

 

Based upon discussions with the applicant, the updated plans and documents will include the following:

 

1.                     New 8’ screen wall will be placed along the west property line to help buffer and mitigate any noise,

2.                     New landscaping will be placed along the entire length of the west property line to help screen the new building,

3.                     Place a 5’ tall screen wall with access-controlled/locked gate around the medical waste area, and

4.                     Provide an updated traffic report evaluating the number of trips and amount of traffic generated by the proposed improvements. 

 

Public Comment

Neighborhood notification was performed in accordance with the public hearing process.  Staff received several inquiries and comments from neighbors regarding the request. Copies of the emails and letters from the neighboring property owners are enclosed for Council review. 

 

Next steps:

It is recommended that the Town Council take public comment on this request and continue the public hearing to February 28, 2019.  During the February 28th public hearing, Council will either approve, approve with stipulations, deny, or continue the application for further review.  A copy of the January 24, 2019 work study materials is enclosed for reference.
