Proposed Lincoln Drive Median Improvements

Information, discussion and possible direction to staff related to the proposed Lincoln Drive median improvements.
SUMMARY STATEMENT:
Background
The Lincoln Drive Median Improvements are identified in the Town’s Capital Improvement program and includes new and modified medians to allow for safe vehicular travel, reconstruction of median island curbs, landscaping per the Lincoln Drive character areas and the installation of landscape irrigation to the medians east of Tatum Blvd.
Timing of this project is critical to allow for utility companies to complete their current improvements, construct the proposed median improvements and then allow the Town’s Public Works Department to proceed with their asphalt mill and overlay project in the spring of 2021.
The overall scope of the project includes:
1. Reconstruct, modify and add new medians
2. Install irrigation to medians east of Tatum Blvd.
3. Install new landscaping
4. Provide conduit for future intelligent transportation system improvements (conduit for fiber)
5. Lincoln Dr. and Invergordon Rd. intersection improvements
6. Lincoln Dr. and Tatum Blvd. enhanced crosswalk design
Staff prepared initial median layout options and met with representatives of the Resorts and Places of Worship along the Lincoln Drive corridor. Staff also met individually with Council Members to obtain their feedback as well and present to them the comments and concerns from the Resorts and Places of Worship. Staff then looked at all of the comments received and made modifications to the proposed median layout where possible to provide safe and reasonable access to as many existing entrances off of Lincoln Drive as possible. This effort was especially challenging since there are over 80 residential driveways with access onto Lincoln Drive. The end result is that there will be no changes to existing access for residential properties, resorts or places of worship.
During the November 21, 2019 Town Council Work Study, staff presented an overview of the proposed improvements, coordination efforts to date with major stakeholders along the corridor as well as the design and approval process moving forward. No significant modifications have been made to the median layout since the previous Work Study.
The focus of the current Work Study will be to look at the median landscape design for the specific Lincoln Drive Character Areas, determine if a protected left turn is desired for eastbound and westbound traffic at the intersection of Invergordon Rd., if there is a preferred enhanced crosswalk design for the intersection of Lincoln Dr. and Tatum Blvd. and if council would like to add design alternatives for enhanced crosswalks at signalized intersections.
BUDGETARY IMPACT:
The FY2020 CIP Budget includes $1,300,000 for design and construction of the Lincoln Drive medians. Project funding was reduced during the budget process to keep within expenditure limits. The project budget would need to be adjusted to reflect actual costs of approximately $2.1 million for the median improvements. The construction budget identified in the FY2020 CIP for the Invergordon Rd. Intersection Improvements is $200,000
