Recommendation

Award the following contracts to: M.R. Tanner in the amount of $847,016.00 for a full mill and 1 ½ asphalt overlay on selected streets in Maintenance District 3 & Palo Cristi Rd.  Sunland Asphalt in the amount of $656,037.00 to apply crack seal a high density mineral bond (PMM) surface treatments to selected streets in Maintenance Districts 1, 3 & 9.

Background

 

SUMMARY STATEMENT:

Maintenance District 1 - It is recommended that this Maintenance District receive crack seal and an application of a high density mineral bond (PMM) on the selected 6.4 linear miles of streets. The selected streets have an average Pavement Condition Index (PCI) of 75 which require crack seal and PMM per the current pavement management program.

 

Maintenance District 3 - It is recommended that this Maintenance District receive a full mill and 1 ½ asphalt overlay on the selected 3.9 linear miles of streets. The selected streets have an average Pavement Condition Index (PCI) of 57 which require a full mill and asphalt overlay per the current pavement management program.

It is also recommended that selected streets in this Maintenance District receive crack seal and an application of a high density mineral bond (PMM) on the selected 4.6 linear miles of streets. The selected streets have an average Pavement Condition Index (PCI) of 78 which require crack seal and PMM per the current pavement management program.

 

Maintenance District 9 - It is recommended that this Maintenance District receive crack seal and an application of a high density mineral bond (PMM) on the selected 7.4 linear miles of streets. The selected streets have an average Pavement Condition Index (PCI) of 87 which require crack seal and PMM per the current pavement management program.

 

Palo Cristi Rd. - It is recommended that the 1.0 linear miles of this road receive a full mill and 1 ½ asphalt overlay from Lincoln Drive to Stanford Drive. Palo Cristi Road currently has a PCI rating of 56 which requires a full mill and asphalt overlay.

 

The selection of contractors was completed through the use of active cooperative purchasing agreements. 

 

1.                     City of Chandler - The City of Chandler has a contract with M.R. Tanner for the mill and overlay process. Through the use of the cooperative purchasing agreement, M.R. Tanner will full mill and pave selected streets in Maintenance District 3 and Palo Cristi Road from Lincoln Drive to Stanford Drive. The mill and asphalt overlay project should be completed by the end of April 2017.

 

2.                     City of Buckeye - The City of Buckeye has a Job Order Contract (JOC) with Sunland Asphalt for the application crack seal and high density mineral bond (PMM) surface treatment.  Through the use of the cooperative purchasing agreement, Sunland Asphalt will crack seal and apply the PMM surface treatment to selected streets in Maintenance Districts 1, 3 & 9.  The crack sealing and PMM surface treatment should be completed by mid-June of 2017.

 

BUDGETARY IMPACT:

The total cost of the contracts are $1,503,053.00 the current budget has allocated

$1,540,000.00 for the Pavement Management Program. The total cost will be paid for out of this line item #20-40-871
