Discussion of Quality of Life Initiatives

BACKGROUND:
Background
The Town Council recently discussed Quality of Life Initiatives to further their goal of maintaining and improving the Paradise Valley quality of life. At the January 28, 2016 Council meeting a list of initiatives was proposed and various groups were assigned responsibilities. Initiatives for the Planning Commission to address, include:
1. Lighting Code
2. Bicycle and Pedestrian Master Plan
3. Design Criteria for Visually Significant Corridors
4. Wall Code
5. Sign Code for private property
6. Noise Ordinance - Construction noise and leaf blowers
7. Hillside Code
8. Blight
Planning staff will bring these topics to the Commission over the course of this year. Commissioner and staff member leads on each of the following sub-committees are as follows:

The goal is to have all initiatives underway by the end of the 2016 calendar year.
At this time no formal staff update is planned; however, listed below are updates to specific initiatives. Individual updates may be given on any of the initiatives at the work session.
Bicycle and Pedestrian Master Plan
On May 26, 2016, the Town Council approved the contract with Coffman Studio to assist the Town in preparing its first Bicycle and Pedestrian Master Plan. The Master Plan is expected to be completed in April 2017. Below is a summary of completed items and/or upcoming activities.
• Work has begun in collecting existing information and finalizing the public engagement plan. Part of the public engagement plan includes the initial list of stakeholders. Once this stakeholder list is drafted, it will be given to the Planning Commission for your feedback.
• A Technical Advisory Committee (TAC) has been formed. This Committee consists of certain Town staff along with Rick Marhle of the Planning Commission. The role of the TAC will be to assist the consultant during the initiate through refine phases of the plan process.
• An on-line community survey will be drafted to allow residents and other stakeholders to share their ideas on making the Town better for bicycling and walking. This on-line community survey that will be available the middle of July 2016.
• Early morning on Saturday, August 13, 2016 there is a planned short bicycle ride or walking tour for stakeholders to identify first hand any issues and opportunities, with a more structured input session following this ride/walk. Mark your calendar to attend.
• The first public open house will be held on September 14, 2016. Details of this workshop will follow later. This open house will gather input from participants to aid in developing the vision and goals for the plan, identifying gaps and needs for design improvements, among other items.

Lighting Code
Staff is currently researching other municipalities’ lighting codes for commercial sign lighting. Examples will be discussed during the work session.
